Swimming Pool Inspections

Reliable inspections for water slides, wild rivers, and water play areas

Water attractions must be safe for users and comply with all legal standards. TÜV NORD conducts independent inspections and certifications for swimming pools, leisure parks, and water-related play facilities. We assess both technical safety and compliance with laws and regulations.

Who is this for?

The inspections are relevant to managers, operators and installers of, among others:

  • Public swimming pools and leisure pools
  • Waterslides and rapids
  • Water playgrounds and splash zones
  • Wellness facilities with plunge pools or whirlpools
  • Seasonal locations and leisure parks with water-related attractions

Do you manage a water installation used by visitors? Then you are responsible for periodic inspection and demonstrable safety.

What can you expect from an inspection?

The inspection assesses whether all the pool's technical installations comply with regulations and safety standards, including systems for water circulation, chlorination treatment and legionella prevention. It also looks at water quality and hygiene regulations to ensure the pool environment is safe and secure.

Which standards and requirements apply?

Depending on the type of facility, TÜV NORD tests for:

  • NEN-EN 1069: for water slides
  • NEN-EN 1176-7: for water play equipment
  • Building code and local regulations: especially for permanent facilities
  • Hygiene and legionella prevention regulations (if applicable)

What is inspected?

Our inspectors assess the following components during the inspection:

  • Structural safety and fixings
Checking the structural condition and soundness of structures.

  • Fall and slip risks
Inspection of floor surfaces, walkways and the presence of anti-slip devices.

  • Flow and collection zones
Assessment of water flows and safe collection zones at slides or other water attractions.

  • Signs and instructions
Presence and legibility of warning signs, instructions for use and safety signs.

  • Maintenance condition and wear
Check for wear of parts, workmanship and timely maintenance.

In addition, the following installations and hygiene aspects are checked:

  • Pumps and filtration system
Operation, capacity and maintenance of pumps and filters.

  • Water circulation and chlorination treatment systems
Efficiency of circulation patterns and operation of disinfection systems.

  • Water quality
Measurements of free chlorine, pH, turbidity and other microbiological parameters.

  • Hygiene and legionella prevention
Compliance with hygiene regulations and preventive measures against legionella infestation.

When must water facilities be inspected?

Water facilities should be inspected at various times to ensure that they are operating safely and in compliance with applicable standards:

  • Design review
In new projects or renovations, the design is reviewed in advance against all safety and hygiene standards. This prevents discrepancies and delays during commissioning.

  • Commissioning inspection
After construction or renovation, the entire facility is inspected before visitors are granted access. This checks that the installation is safe, reliable and ready for use.

  • Periodic inspections
During the usage phase, regular inspections are necessary. These inspections focus on wear and tear, technical condition and compliance with legal requirements, ensuring the safety and durability of the facilities.

Regulations and standards for water facilities

Swimming pools and water attractions are subject to specific standards and legislation in the Netherlands and Europe aimed at safety and hygiene.
The main guidelines are:

  • NEN-EN 15288: Safety requirements for the construction, operation and management of swimming pools.
  • NEN-EN 1069: Safety requirements for water slides, covering design, installation and inspection.
  • EN-ISO 12100: Basic standard for risk assessment and risk reduction in the design of machinery and technical installations in water facilities.
  • Legionella prevention: Swimming pools must have an up-to-date legionella management plan that complies with national regulations. This plan includes preventive measures, risk analyses and control measures.

These standards and guidelines form the basis for the technical and operational safety of water facilities. Tests and inspections are carried out in accordance with these requirements.
